The proposition that each bishop is entirely (and rightly) at liberty to nullify Canon 915 is publicly questioned by practically no one. Not even by those bishops who choose to obey it. The USCCB has voted multiple times to affirm this proposition, in CATHOLICS IN POLITICAL LIFE.
