Who is the bishop behind bishop conley in the first photo?

He´s His Excellency John O’hara, the auxiliar bishop of the Archdiocese of New York. He resides at St. Agnes.

This doesn’t look like a Pontifical Mass, neither High (Cantata) nor Low (Lecta). What rite was being used? Bishops should celebrate the Episcopal Rite; there is no allowance for a Bishop to celebrate according to the rite of a priest.

Does anyone know what they were doing?
